Oman payroll, explained for founders
You approve salaries, then the worrying starts. Did we choose the right SPF route? Is the WPS file complete? What happens to an expatriate’s gratuity? Amaal brings those questions into the pay run, so you can see the answer before money leaves the bank.
Where founders get caught
The difficult part is not adding earnings and deductions. It is knowing which Oman rule applies to which employee, on which date, and keeping proof that your team followed it.
An Omani employee, a GCC national and an expatriate do not follow the same path. Amaal identifies the route first, so you do not apply one set of rules to everyone.
Official basis: Social Protection Fund / ILO
Pension, job security, work injury, maternity and sick leave start at different times and affect different people. Amaal has the branch structure, but the wage bases and ceilings still need correction before live payroll.
Official basis: Decree.om
You should not rebuild salaries in a spreadsheet after approving payroll. Amaal keeps three-decimal OMR values and zero-pay employees in the flow, but the final bank-file setup is still being completed.
Official basis: Ministry of Labour
Amaal keeps the salary due date, WPS window, SPF timing and important employee expiry dates visible, so you are not depending on one HR manager's memory.
Official basis: Ministry of Labour
The Oman pack records working hours, annual leave, sick leave, maternity, paternity and ordinary overtime rules. Some of these still need to be connected to automatic policy checks before go-live.
Official basis: Decree.om
Amaal brings salary to the last day, eligible leave, notice treatment and expatriate gratuity into one settlement instead of asking finance to rebuild the case by hand.
Official basis: Social Protection Fund
One simple example
Salim earns OMR 800. Part is basic pay and part is allowances. That small detail changes the SPF calculation, which is exactly why a flat percentage in a spreadsheet is risky.
The employee changes the answer
Your software should ask who the employee is before it decides what to calculate. Here is what that means in everyday language.
| Your situation | What changes | How Amaal helps | Source |
|---|---|---|---|
| You hire an Omani employee | Several SPF branches can apply, each with its own rate, start date and wage basis. | Amaal already separates the lines and dates. The current wage-base and ceiling settings must be corrected before you use them in live payroll. | Social Protection Fund / ILO |
| You hire a GCC national | The GCC insurance-extension route can apply even though the employee does not need a normal expatriate visa. | Amaal keeps GCC employees on their own route instead of treating them as Omani or ordinary expatriate staff. The registered wage still needs case-by-case confirmation. | Social Protection Fund |
| You hire a non-GCC expatriate | Current gratuity, newer SPF branches and the future funded-savings route depend on the date. | Amaal keeps today's gratuity separate from future savings contributions. The savings ceiling still needs confirmation against the live SPF setup. | Decree.om |
| You pay anyone in the private sector | The salary must reach the bank through the WPS process, with exceptions explained. | Amaal keeps approved pay, the bank-file data, exception notes and payment evidence connected to the same pay run. | Ministry of Labour |
Questions founders ask
Amaal already keeps the WPS information beside the pay run, including three-decimal OMR amounts and employees with zero pay. Before live use, the export still needs the company and bank identifiers, stronger checks for missing Civil ID and IBAN, and acceptance from your paying bank.
The branch-by-branch engine is built, so Amaal knows that SPF is not one flat deduction. The current wage-base and ceiling settings still need correction before live payroll. We would rather tell you that now than let a polished demo hide it.
No. Amaal prepares the work, reminds your team, stores the reference and keeps the evidence. Your company or authorised representative still completes the official step in the government or bank portal.
