Is ERPNext free?

The software is open-source and free to self-host. In practice you pay for hosting, implementation, and ongoing operations, whether that is your own technical team or a Frappe partner. Frappe's managed hosting (Frappe Cloud) is compute-based, from about $5 to $25 a month per site with unlimited users. Amaal is a managed per-user subscription with hosting, onboarding, and onsite support included.

Can I keep ERPNext data in Oman?

Only by self-hosting it. Frappe Cloud has no Oman region (its nearest are Bahrain and Jeddah). Because ERPNext is open-source you can run it on servers in Oman, but you then own the security, backups, upgrades, and Personal Data Protection Law compliance.
